Ban on the ingredient TPO in cosmetics: what will change from September 1, 2025?

On July 8, 2025, INFARMED, I.P., published an Information Circular (No. 080/CD/550.20.001) that has important implications for the cosmetics sector: the prohibition of the use of the ingredient “Trimethylbenzoyl Diphenylphosphine Oxide” (TPO) in cosmetic products, as of September 1, 2025.


What is TPO and where is it used?


TPO is a photoinitiator commonly used in artificial nail products, especially gels, to initiate polymerization through UV light. Despite its effectiveness, this ingredient has raised toxicological concerns.


Why has it been banned?


The decision is in line with Regulation (EC) No. 1223/2009, which prohibits substances classified as CMR (carcinogenic, mutagenic, or toxic to reproduction) in categories 1A, 1B, or 2. Regulation (EU) 2025/877, published on May 12, updated Annex II of the European regulation, including TPO in the list of prohibited substances (entry No. 1731).


Deadlines and responsibilities

From September 1, 2025, the marketing of any cosmetic products containing TPO is prohibited. INFARMED determines that:

Marketing entities must take all necessary measures to ensure that these products are not placed, made available on the market, or delivered to the end user after that date.

Replace TPO with safe and authorized alternatives.

Update technical documentation (PIF), labeling, and ensure legal compliance by September 1, 2025.
